Towards 2016 is described as “a ten year framework agreement.” The report outlines a number of key objectives for economic and social development in Ireland during the next ten years. Our Action Plan outlines our commitment to progress the agenda of the Towards 2016 Agreement.
Some of the key areas underlying this action plan are as follows:
- Modernisation & flexibility
- Teamworking & cross functional working
- New Technology & eGovernment
- Stable industrial relations
- Service delivery option (including outsourcing)
- Shared services
- Attendance patterns
- Redeployment of staff
- Management of the introduction of change and new developments
There are a number of projects within each of the above categories which Enterprise Ireland is required to report on and achieve in the required timeframe in order for payment to be warranted.
The Towards 2016 public service modernisation agreement links pay rises to change. The 10% increase in pay terms are intended to cover a period of twenty-seven months commencing immediately on the expiry of Sustaining Progress.
